As of the time of the CPSC report, there had already been 15 reported incidents, with at least 12 children suffering fingertip amuptations when they put their fingers into the folding hinger of the stroller.

Consumer Product Safety Commission Announces Recall of 1,000,000 Strollers
The United States Consumer Product Safety Commission released a report on November 9, 2009 which alerted consumers to the dangers associated with Maclaren Umbrella Strollers, stating that the "stroller's hinge mechanism poses a fingertip amputation and laceration hazard to the child when the consumer is unfolding/opening the stroller." Furthermore, Scott Wilson, spokesman for the CPSC, mentioning that "[t]his is a very serious hazard," went on to later state that "[w]e know child behavior, we know kids like to explore and sometimes put their fingers in places where they shouldn't be. But finger amputations that result from using a product that parents expect to be safe is unacceptable."
Finally, after no less than 12 amputations caused by the dangerous condition, Maclaren has offered to ostensibly remedy the situation by giving, free of charge, covers to help better protect childrens' fingers from the dangerous hinge mechanism. Nevertheless, Maclaren left many of those who had been injured by its dangerous design without any recourse for their injuries.
What Is The Mechanism Of Injury From Maclaren Umbrella Strolelrs?
Maclaren umbrella strollers, as they were designed to, fold-up to occupy approximately the same space as a full-sized umbrella does when closed. It is that folding, and specifically the hinge mechanism, that creates the condition where a child's wandering fingers can get lost. The danger to a child's fingers occurs particularly when the strollers are either opened or closed; and, unfortunately, the child's fingers are caught in the hinge machanism.
